The challenge
Teignbridge District Council required a robust Habitats Regulations Assessment (HRA) of its Local Plan 2020–2040 to ensure compliance with the National Sites Network legislation, following stakeholder consultation and ahead of public examination.
Our solution
Burton Reid Associates updated the Regulation 18 screening, identifying likely significant effects of draft policies and allocations. We then undertook a detailed Appropriate Assessment, investigating potential impacts on European sites from urbanisation, habitat loss, fragmentation, recreation, water and air quality, and carried out an in-combination assessment with other plans and projects. We worked closely with Natural England to agree pathways and mitigation measures.
In 2023, we prepared written HRA responses to Regulation 19 representations, produced an HRA Addendum for plan modifications, and provided clear recommendations to ensure no adverse effect on site integrity.
Outcome
Our work enabled Teignbridge District Council to progress the Local Plan with confidence, concluding no adverse effects on the integrity of European sites alone or in-combination.
